Quick answer: For tourists on a short trip to Baku, an OVOSIM Azerbaijan eSIM on the Bakcell network is the cheapest option, from €3.60 for 1GB or €12.40 for 5GB over 30 days. For a longer trip, or one that includes Georgia or Armenia, get the OVOSIM Caucasus plan: 12GB for 30 days at €14.99, covering Azerbaijan, Georgia, Armenia and 48 more countries. Install it before you fly, since most visitors arrive by air.

Azerbaijan plan or Caucasus plan?

The Caucasus plan is often the better deal, even if you're only in Azerbaijan for a week or more.

Your trip Best plan Price
A few days in Baku, light use Azerbaijan 1GB, 14 days €3.60
Up to two weeks in Baku Azerbaijan 3GB, 15 days €8.99
A week or more, normal use Caucasus 12GB, 30 days €14.99
Azerbaijan and Georgia Caucasus 12GB, 30 days €14.99
Azerbaijan, Georgia and Armenia Caucasus 24GB, 30 days €29.99
Several trips to the region this year Caucasus 30GB, 365 days €42.99

Why the Caucasus plan wins for most trips: 12GB across 51 countries costs €14.99, while 10GB for Azerbaijan alone is €20.39. You get more data for less, and it keeps working in Georgia, Armenia, Turkey and the UAE.

Two things to know about the Caucasus plan:

  • It starts when you install it, not when you land. Install it the day before you fly.
  • It covers 51 countries, including Georgia, Armenia, Turkey, Central Asia, most of Europe, the UAE and the US. Useful if you connect through Istanbul or Dubai.

How OVOSIM compares

In October 2026, 5GB for 30 days costs €12.40 with OVOSIM, $19 with Nomad and $21 with Airalo. Ubigi's range is small, and Holafly's unlimited plan is $39.50 for 7 days. OVOSIM is the cheapest from 1GB to 10GB, and the Caucasus plan beats every single-country option on value.

Install before you fly

Azerbaijan's land borders are closed to most incoming travelers until at least January 2, 2027, so nearly everyone flies into Baku. Install your eSIM at home so you're online when you land.

Leaving by land into Georgia is allowed, which makes Baku first, Georgia second a common route. If that's your plan, pick the Caucasus eSIM, since an Azerbaijan-only plan stops at the border.

Mobile networks in Azerbaijan

Azerbaijan has three networks:

  • Azercell: the largest, with the widest coverage.
  • Bakcell: the second largest, strong in Baku and the main towns. OVOSIM's Azerbaijan plans run on Bakcell.
  • Nar: the smallest of the three.

All three cover Baku and the main tourist areas well.

Coverage around Azerbaijan

Baku: strong 4G across the city, including the Old City (İçərişəhər), the Flame Towers, the seafront boulevard and the Heydar Aliyev Center. 5G is available in parts of the city.

Absheron Peninsula: good coverage around Baku's suburbs, Yanar Dag (the burning hillside) and the Ateshgah fire temple.

Gobustan and the mud volcanoes: good coverage at the rock art museum. It gets patchier out at the mud volcanoes themselves.

Sheki: 4G in town, including around the Khan's Palace.

Gabala and Shahdag: 4G in Gabala, and coverage at the Shahdag ski resort base.

Quba and the Greater Caucasus: usable on the main roads. Mountain villages like Khinalug and the hiking trails have limited signal, so download offline maps first.

Karabakh region: access is restricted and needs special permission, so check the current rules before planning a trip there.

Getting around

Bolt and Uber both work in Baku, and you need data to book. WhatsApp, Instagram, Google and YouTube work normally.

How much data do you need?

Use Per day
Maps and navigation about 100MB
Bolt and Uber about 50MB
WhatsApp and messaging about 100MB
Social media about 300MB
Browsing and bookings about 100MB

That's roughly 650MB to 1GB a day. For a long weekend in Baku, 3GB is plenty. For a week or more, the Caucasus 12GB plan gives you room to spare at a better price per GB.

Setting up your Azerbaijan eSIM

  1. Choose your plan on the Azerbaijan or Caucasus page.
  2. Install it on Wi-Fi before you fly: Settings → Cellular → Add eSIM → scan the QR code. For the Caucasus plan, do this the day before you leave.
  3. Set the eSIM as your data line and keep your main line for calls and texts.
  4. Turn off data roaming on your main line.
  5. When you land in Baku, turn on data roaming for the eSIM line only. It connects on its own.
