Croatia is easy to stay connected in. The coast has strong 4G and 5G, Zagreb is fully covered, and the islands are fine in town. The tricky part isn't Croatia itself. It's where you come from, and where you go on your day trips.

If you're from the EU, your home plan probably covers you already. If you're from the US, UK, Canada or Australia, it doesn't, and daily roaming passes add up fast. And if your trip includes Kotor, Mostar or Međugorje, you're leaving the EU for the day, even if it doesn't feel like it.

This guide covers who actually needs an eSIM for Croatia, which plan fits which trip, and the two places travelers get caught out.

Quick answer

  • Croatia only, from outside the EU: a Croatia plan. 5GB for 30 days is €8.99.
  • Croatia plus Montenegro or Bosnia: a Balkans plan, so the day trip doesn't cost extra. From €3.99.
  • Croatia plus Italy, Slovenia or more of Europe: a Balkans + Europe plan. 5GB for 30 days is €13.99 and covers 40 countries.
  • From the EU and staying in Croatia: you probably don't need anything. Check your plan's fair use limit.

Do you actually need an eSIM in Croatia?

Croatia joined the EU in 2013 and switched to the euro and joined Schengen in January 2023. For mobile data, the EU part is what matters. Under EU "roam like at home" rules, a German, French or Dutch SIM works in Croatia at no extra cost, up to your plan's fair use limit.

So whether you need an eSIM depends mostly on your passport and your phone plan.

From the US or Canada. Most carriers charge a daily international pass. On a two week trip that's often more than $100 just to keep your phone working. An eSIM for the whole trip costs less than two days of that.

From the UK. Since Brexit, most UK networks charge again for using your phone in the EU, usually per day. Some plans still include it, so check yours. If yours charges, an eSIM is cheaper for anything longer than a weekend.

From Australia or New Zealand. International roaming is expensive and Croatia is a long trip. An eSIM is the obvious choice.

From the EU. You're covered in Croatia. You only need an eSIM if your trip crosses into Montenegro, Bosnia or Serbia, or if your home plan's fair use data is small.

The day trip problem: leaving the EU without noticing

This is the part most Croatia guides skip. Several of the most popular day trips from the Croatian coast cross into non-EU countries, where EU roaming and most "Europe" eSIMs stop working.

Dubrovnik to Kotor (Montenegro)

Kotor is about two hours south of Dubrovnik and it's one of the most booked day tours on the coast. Montenegro isn't in the EU. A Croatia-only plan or a basic EU plan won't work there, and your home carrier will charge Montenegro as full international roaming. This catches out EU travelers too.

Split or Makarska to Mostar and Međugorje (Bosnia and Herzegovina)

Mostar's old bridge is a popular day trip from Split and the Makarska Riviera. Bosnia isn't in the EU either. Same problem: your plan drops at the border.

The Neum stretch and the Pelješac Bridge

The old coastal road from Split to Dubrovnik runs through Neum, a short strip of Bosnian coast. Since the Pelješac Bridge opened in 2022, most drivers and buses go around it and stay in Croatia the whole way. If your bus or route still goes through Neum, expect your phone to switch to a Bosnian network for a few minutes.

Border areas

Near the borders, especially around Dubrovnik airport and Konavle close to Montenegro, your phone can connect to a tower on the other side without you crossing anything. On a home plan with roaming on, that can mean a surprise charge. On a Balkans eSIM it doesn't matter, because both countries are covered.

If any of these are on your list, a Balkans plan is the simple fix. One eSIM covers Croatia, Montenegro, Bosnia and the rest of the region, so the day trip just works.

The ferry trap

Croatia's islands are a big part of most trips, and the ferries and catamarans between Split, Hvar, Brač, Korčula and Vis are how you get there.

Two things to know:

  1. Signal drops on open water. You'll lose coverage for part of most crossings and reconnect as you get close to port. That's normal. Download offline maps and your boarding passes before you board.
  2. Watch out for onboard networks. Some larger ferries, especially overnight routes to Italy, and cruise ships run their own mobile network at sea. If your home SIM has data roaming on and connects to it, the rates can be very high. Before a longer crossing, turn off data roaming on your main line and use only your eSIM for data.

Coverage in Croatia

Croatia has three mobile networks: Hrvatski Telekom, A1 and Telemach. All three run 4G and 5G.

  • Coast: Split, Dubrovnik, Zadar, Šibenik, Makarska and Rovinj all have strong 4G and 5G.
  • Zagreb: good 5G across the city.
  • Islands: good in the main towns like Hvar Town, Korčula Town and Bol. Weaker in remote coves and on the far side of the bigger islands.
  • National parks: Plitvice and Krka have signal at the entrances and visitor areas. It gets patchy on longer trails, so download maps first.

Which plan should you get?

Here's how it breaks down by trip, using our current prices.

Your trip Plan Price
Long weekend in Dubrovnik or Split Croatia 3GB, 15 days €5.99
1 to 2 weeks, Croatia only Croatia 5GB, 30 days €8.99
Heavy use, video calls, hotspot Croatia 10GB, 30 days €11.99
A week, no limits Croatia Unlimited, 7 days €13.33
Croatia with a Kotor or Mostar day trip Balkans 3GB, 30 days €9.99
Croatia plus Italy, Slovenia or more of Europe Balkans + Europe 5GB, 30 days €13.99

If you're not sure, the 5GB Croatia plan covers most two week trips with maps, messaging and social media. If there's any chance you'll cross into Montenegro or Bosnia, go with the Balkans plan instead. It costs about the same and saves you from buying a second eSIM halfway through the trip.

How much data do you need?

  • Light use (maps, WhatsApp, checking email): about 1GB a week.
  • Normal use (plus Instagram, some browsing, photo uploads): 3 to 5GB for one to two weeks.
  • Heavy use (video calls, streaming, using your phone as a hotspot for a laptop): 10GB or unlimited.

Hotel and apartment Wi-Fi in Croatia is usually decent, so most people use less than they expect.

Setting it up

  1. Check your phone supports eSIM and is unlocked. Most iPhones from the XS onward and recent Samsung and Pixel phones do.
  2. Buy and install before you fly. Scan the QR code at home while you're on Wi-Fi.
  3. Keep your main line for calls and texts. Set the eSIM as your data line and turn off data roaming on your main line.
  4. When you land, turn on data roaming for the eSIM line only. It connects to a local network on its own.

WhatsApp keeps working on your normal number, so friends and family can reach you as usual.

FAQ

Does my US phone work in Croatia? Yes, if it's unlocked and supports eSIM. Croatia uses the same 4G and 5G bands as the rest of Europe, and recent US phones support them.

Will a Europe eSIM work in Croatia? Yes. Croatia is in the EU, so EU plans cover it. The issue is what they don't cover: Montenegro, Bosnia and Serbia. Check the country list before buying if you're doing any day trips.

Do I need a local SIM card in Croatia? No. You can buy one at the airport or a kiosk, but an eSIM is already working when you land and you don't need to swap cards.

Does an eSIM work on Croatian ferries? In port and near the coast, yes. Out on open water you'll lose signal for part of the crossing, then reconnect.

Can I use one eSIM for Croatia and Montenegro? Yes, with a Balkans plan. A Croatia-only plan stops working at the Montenegro border.

Is there 5G in Croatia? Yes. All three networks have 5G in Zagreb and the main coastal cities.

The bottom line

If you're coming from outside the EU, get an eSIM for Croatia. It's much cheaper than roaming. Pick a Croatia plan if you're staying put, or a Balkans plan if Kotor, Mostar or anywhere else outside the EU is on your list. Install it before you fly, and download offline maps before ferry days.
