Why is There a 24-Hour Data Block in Russia?

Your eSIM is not broken
If you landed in Russia and have full signal bars but no internet — this is expected. The 24-hour block is a Russian government regulation that applies to all international eSIMs and foreign SIM cards. Your data will work automatically from the following morning.
What is the 24-hour data block?
Since October 2024, Russia applies a mandatory 24-hour data block to every international eSIM and foreign SIM card on its first connection to a Russian network. This is a security regulation enforced by the Russian government — it applies to all providers worldwide, not just OVOSIM.
During this period your phone will show full signal bars and appear to be connected to a Russian network (Tele2, MTS, Beeline, or Megafon). However, mobile data will not work. This is not a fault with your eSIM or your phone settings.
Why does Russia do this?
The block is part of Russia's broader telecommunications security framework, which requires international connections to be verified before data access is granted. The verification process runs overnight and completes automatically — no action is required from you.
What happens after 24 hours?
Your data activates automatically overnight. By the morning of your second day in Russia, mobile data will work normally without any action from you. You do not need to contact support, reset your phone, or take any other steps.
How to prepare for day one in Russia
Since you will not have mobile data on your first day, prepare the following before your flight:
- Download offline Google Maps for Moscow, St Petersburg, or wherever you are visiting. Do this at home on WiFi before flying.
- Download Yandex Go for taxis — save your hotel address in the app before landing.
- Save your hotel address in your Notes app as plain text — you will not be able to load it from email or Maps on day one.
- Use hotel WiFi on day one for anything that requires internet.
- Install your VPN before flying — Instagram, Facebook, and Twitter/X are blocked in Russia and require a VPN. ExpressVPN and Astrill are the most reliable. Install and test at home.
Day two onwards
Wake up on day two and your data will be working. No action needed. Russia's mobile infrastructure is excellent — once the block lifts you will have strong 4G/LTE in Moscow, St Petersburg, and all major cities.
Troubleshooting checklist for day one
If you have arrived in Russia and have no data, confirm the following before contacting support:
- You landed less than 24 hours ago — if so, wait until the following morning
- Data Roaming is turned ON for the OVOSIM eSIM line in Settings
- The OVOSIM eSIM is set as your default Cellular Data line
- You are physically in Russia — the eSIM will not connect outside of Russia
